TD as the website is rendered differently on Firefox and IE. This just tells me that the website was not tested in Firefox and IE before being published. The style could use some help with the rounded and sharp corners being used. It makes me feel like either one or none should be used, not both.
As the site was loading, there was a second where the red stripe was not present, I actually thought the site looked much better without the red stripe.
What's truly remarkable, is that said background (red stripe) is actually NOT tiled, as one would imagine. It's a 1600px-wide image that doesn't quite make it to the edge of my 1680px display.
