I like the treatment the header received quite a bit... but the fact that the rest of the site is unimpressive echoes what @TAdams said above: looks like a template..

A large factor of the "template" look was due in fact to the site's development as the college underwent a rebranding project. It was made to look vanilla until the brand could be integrated.

Not bad, but it doesn't come across as a higher-ed website.. It looks more like a free template site to me.
