Definitely not a favorite of mine, but it works. I'm not a fan of the image based navigation when it isn't necessary (simple text images), and I don't think the design would win any huge awards, but the content is clearly presented, the pages look clean, and it is far better than most institutional web presences in my opinion.

The site appears to not exist anymore... though it might just be down for now.
It must have been a glitch in their server because it works fine now.
