Graphically seems all over the place. Make the text treatment more consistent (see the different treatment of the boxes to the right).
Whomever created the logo should be send to Graphic Design School, and please get rid of the "America's Best College 2008" seal, it just cheapens the university.
I really don't care for most parts of the design. Most of it seems a bit amateurish. I still voted it up, however, due to the content. It was easy to find things and straightforward.
The link in Chinese is definitely intentional, it looks like, since it leads to the IT in Mandarin page which is clearly geared towards a Chinese-speaking audience. As for the color scheme/graphic styling, the phrase that comes to mind is "Edu chic." Typical pitfalls for any university website - lots of bevel, poor color schemes (purple is clearly a University color - use a color palette that compliments the Uni color, don't just slap it on top), that really rough-around-the-edges late nineties style navigation/drop down. Plus it's mixed with this web 2.0 style slideshow which just makes it weird. Not digging it, sorry.
First impression of site: ACU Logo stands out. Maybe a bit to big and draws too much attention. I LOVE the colors, the gradients, the color blend. Love the way they incorporated their ALERT link into the footer bar. My Style. Good Job.

Home page is a little crammed for my taste, but overall it seems like a decent job so thumbs up.
Oddly enough, one of the links in the left side nav on the home page is in chinese? I wonder if that is intended?

Looks ok to me. Logo could use some work because it seems a bit off the top. But overall it is a good job.
