I like it. It works for the intended audience and content. Clean, simple, yet nicely designed and implemented. I really like the large top story area and think it functions well.

My only small gripes are the left justified site, I think it would more much better center justified, especially for those of us on larger monitors these days.

I also wasn't a huge fan of the drop-downs, something about them just didn't feel right to me. Also while I understand opening the additional sites in new windows, it just seemed like a lot of windows popping up simply navigating the first drop-down.

The top drop down menu is a carry over from our template that most other pages on our site have. It was meant as a quick reference to pertinent information that is normally found in some capacity in our left hand navigation on other pages.

The left justified layout is what the design firm we contracted for our identity campaign came up with. I tend to agree with you on that.
