Sometimes the need for a redesign is obvious, but a lot of the time when institutions redesign they don&#039;t know what things they may be breaking at the same time they are fixing something else. It&#039;s so much easier to measure the impact of an incremental change. That&#039;s how Amazon.com has operated forever.
